[99308] - The Certificate Manager API liveness probe corrected

The DigiCert API recently provided minor changes to their endpoints which caused the HTTP response codes to change for the probes. We have released a temporary hotfix which causes the DigiCert API to no longer be pinged.

[89742] - Issues with DPS processing and logging when receiving unexpected response from regions

One broken region is no longer interrupting proper working on Device Provisioning Service. Previously it resulted in throwing a "500" error.
